The KEA Counselling Workflow

The process moves through clearly defined stages where each step unlocks the next. If a candidate misses a deadline for one stage, they generally cannot proceed to the subsequent rounds (Aakash, 2026).

 

Stage 1: Online Registration

  • Mandatory Step: All candidates (Karnataka and Non-Karnataka) must register on the KEA portal (cetonline.karnataka.gov.in).

  • Data Entry: Candidates enter their NEET roll number, personal details, and category claims.

     
  • Fee Payment: A non-refundable registration fee must be paid online (Affinity Education, 2026).

     

Stage 2: Document Verification

  • The “Secret Key”: This is the most critical part. After documents are verified, KEA issues a Verification Slip containing a unique Secret Key.

     
  • Access: This key is required to log in for the “Option Entry” (Choice Filling) stage. Without it, the candidate cannot participate in seat selection (Aakash, 2026).

     
  • Mode: Typically, Karnataka domicile candidates undergo offline verification at nodal centers, while non-Karnataka candidates may have an online verification process (Select Your University, 2026).

Stage 3: Merit List Publication

  • KEA releases a state merit list based on the NEET UG All India Ranks of the verified candidates. This list determines the sequence in which seats are allotted (V4Edu Solution, 2026).

     

Stage 4: Option Entry (Choice Filling)

  • Unlimited Choices: Candidates can enter as many college and course combinations as they like (Aakash, 2026).

  • Choice 3: Not satisfied with the seat; will wait for the next round.

Stage 6: Reporting & Admission

Karnataka NEET UG 2026: Compulsory Bond & Service Rules

Every candidate allotted a seat through the Karnataka Examinations Authority (KEA) must comply with specific legal obligations. These are documented through notarized affidavits (Bonds) submitted at the time of admission.

1. One-Year Compulsory Rural Service Bond

As per the Karnataka Compulsory Service Training by Candidates Completed Medical Courses Act, all students completing MBBS in Karnataka are mandated to serve the state.

  • Service Duration: 1 Year of Rural Service in a Government Primary Health Centre (PHC) or Government Hospital.

  • Applicability: Applies to all seats (Government, Private/Open, and NRI) in Government and Private Medical Colleges.

  • Stipend: Candidates are paid a monthly salary/stipend by the Government (approx. ₹45,000 – ₹60,000) during this period.

  • Penalty for Breach: If a candidate refuses to serve, they must pay a penalty of ₹15 Lakhs to ₹25 Lakhs (as per the latest 2024-25 amendments).

2. Seat Leaving Penalty (Discontinuation Bond)

This bond prevents “seat blocking” and ensures that medical seats do not go to waste.

  • Scenario: If a candidate surrenders or leaves their seat after the final round (Mop-up or Stray Vacancy), or discontinues the course mid-way.

  • Penalty Amount:

    • Financial: Forfeiture of the entire first-year fee + a penalty of ₹5,00,000.

    • Academic: The candidate may be debarred from participating in KEA counseling for the next 3 years.
