The UP NEET UG Counselling Process
The admission process in Uttar Pradesh is highly structured and strictly follows a timeline. Missing a single deadline often results in being disqualified from that particular round.
Stage 1: Online Registration & Fee Payment
Mandatory Step: All eligible candidates (UP Domicile and Open State candidates) must register on the official portal: upneet.gov.in.
Registration Fee: A non-refundable fee of ₹2,000 must be paid online to initiate the process.
Security Money Deposit: Unlike many states, UP requires a security deposit before the choice-filling stage:

Stage 2: Document Verification & Eligibility
Online Verification: The DGME typically verifies documents online based on the data uploaded during registration.
The Verification Slip: Once verified, candidates can download a Verification Slip. This document is essential for the final admission process at the nodal center.
Nodal Centers: UP uses major Government Medical Colleges as “Nodal Centers” for administrative oversight and final physical reporting.
Stage 3: State Merit List Publication
After the registration window closes, DGME releases the State Merit List.
This list features the State Rank, which is the only rank used for allotment in UP (different from your All India Rank). Only candidates appearing on this list are eligible for the choice-filling stage.
Stage 4: Choice Filling & Locking
Preference Selection: Candidates select their preferred colleges and courses. Since UP is an Open State, competition for top private colleges is fierce among students nationwide.
The “Locking” Rule: It is mandatory to Lock your choices before the deadline. If choices are not locked, the candidate may be excluded from the allotment process.
Stage 5: Seat Allotment & Exit Rules
Result Declaration: Allotment is processed based on State Merit and the student’s priority list.
Round 1 “Free Exit”: UP allows a “Free Exit” in Round 1. If you are allotted a seat but do not join, you can participate in Round 2 without losing your security money.
Security Forfeiture: From Round 2 onwards, if a seat is allotted and you fail to join, your security deposit (up to ₹2 Lakh) will be forfeited (lost).
Stage 6: Reporting & Final Admission
Allotment Letter: Candidates must download their formal Allotment Letter from the portal.
Nodal Center Reporting: Candidates do not go directly to the allotted college. They must first report to their designated Nodal Center with original documents and the Tuition Fee (usually in the form of a Demand Draft).
Admission Order: After the Nodal Center verifies the payment and documents, a final Admission Order is issued. The candidate then proceeds to the allotted college to start classes.
